I watched this last night and just now this morning and there is no way that anyone can tell me that the defender’s right boot does not clatter into, up, and then back down the side of Tanguy’s left foot. The clash is significant enough to cause the Dinamo player to then tumble over and block our boy’s path. Clear foul. Clear penalty.

Such an obvious foul & pen I was just laughing. Another example of a perfectly useful technology being undermined by some perfectly useless refs.
How that didn’t go to a VAR analysis is beyond me. Had VAR been deployed that would have been a penalty. 3-0 tie over. Ridiculous decision.
Initially I thought it was just a case of 2 players coming together, but the replays, from some angles, certainly seem to confirm your analysis. Was it actually the case that VAR didn’t deem it worthy of a look?
I don’t know why, but I have this image of millennials, who don’t have much of a clue, sitting there doing the VAR reviews, hence the sometimes baffling decisions.
Definitely a foul.. Var is a joke at this stage… Goal line technology is a clear cut success. Easy that one.. The rest has failed because we are still relying on incompetent humans to make decisions.. The handballs and offsides have been the worse.
