The 22-year-old winger has already given his green light to the move, and it remains to be seen whether the two clubs can agree on a final.
Tottenham need to bring in attacking reinforcements before the summer transfer window closes.
They decided not to bring in a specialist replacement for Harry Kane, and they will have to replace his goal-scoring and creative output with multiple signings now.
Johnson can operate as a right-sided winger as well as a central attacking midfielder. He will add pace, flair and goals to the side. The talented young attacker scored 10 goals across all competitions last season and his numbers are likely to improve with coaching and experience.
Playing in an attacking system at Tottenham is likely to get the best out of him as well.
The move would be a major step up in his career and the player is likely to be excited about the opportunity of joining Tottenham.
Daniel Levy is unlikely to pay over the odds for the 22-year-old attacker and it remains to be seen whether Nottingham forest are prepared to let him leave for a reasonable price later today.
